United Way of Orange County (California) Eligibility Requirements (1996) Organization has a current 501(c)3 status under the Internal Revenue Service Code. (If organization is not already affiliated with United Way, a copy of letter from IRS attesting to 501(c)3 health and human care nonprofit status must be attached) Organization is a nonprofit public benefit corporation organized and in good standing under the laws of California, (or incorporated under the nonprofit corporation laws of other States and qualified to do business in California) and operates in accordance with duly adopted bylaws which clearly define the organization's purpose. Organization has provided health and human care services to Orange County residents continuously for a minimum of two (2) years immediately prior to the date of application. Organization is governed by a volunteer Board of Directors having a minimum of fifteen (15) members. (All applicants must attach a copy of current Board roster.) Board of Directors meets at least four (4) times per year. Organization has written personnel policies and procedures approved by the Board of Directors. Organization has a written nondiscrimination policy, and practices nondiscrimination in employment of staff, recruitment of volunteers and delivery of service. Organization conducts a financial Audit if "Total Support and Revenue is $100,000 or over", or a Review is "Total Support and Revenue is under $100,000". The audit or review must be prepared on an accrual basis with fund and functional accounting, compiled by an independent Certified Public Accountant, in accordance with the Standards for Accounting and Financial Reporting for Voluntary Health and Welfare Organizations. The audit or review must be completed within four (4) months of the agency's fiscal year end, and must include a Management Letter. (If organization is not already affiliated with United Way, please attach most recent financial Audit or Review.) Board of Directors has inspected annual Audit or Review and accompanying Management Letter. Organization has reviewed and agrees to adhere to the United Way of Orange County Policies and Practices for so long as the organization receives United Way of Orange County funding.
